An amended and greatly diluted South Carolina bill, that that was designed to prohibit steering, passed successfully out of the Senate. The original bill would have prohibited third-party administrators (TPAs) that also have retail divisions, or that have 10 percent ownership or more in an auto glass business, from referring policyholders’ glass claims to themselves or from using information obtained through its work as a TPA to solicit business.

Legislation in two states has caused an insurance association and auto glass company Safelite to respond with statements of opposition. The Property Casualty Insurers Association of America (PCI) has released a statement claiming that the South Carolina anti-steering bill, HB 4042, is “inconvenient” and could “raise costs for consumers.” The bill would prohibit TPAs that also have retail divisions, or that have 10 percent ownership or more in an auto glass business, to refer policyholders’ glass claims to itself or to use information obtained through its work as a TPA to solicit business.

Local insurance agents learned the importance of safe windshield installations during continuing education (CE) training by the Glass Doctor of Minneapolis franchise, owned by Bryce Stahlke, last week. CE class credits are required for agents to keep their licenses.

A South Carolina bill, HB 3638, which addresses improper claims practices has been referred to a House committee for discussion. The bill would make it illegal for an insurer to require a consumer to use a specific repair service for an estimate or repair of a covered claim and it prohibits insurers from intimidating or threatening.

Windows of six parked vehicles in South Jacksonville and one in Jacksonville were shot out overnight. The vehicles were damaged by shots fired from either BB or pellet guns, according to police.
